The larger idea I want to work towards is creating a motion blur effect that exaggerates the experience of focusing on something, in motion amongst other moving objects. Ideally I would use 1st Person POV footage of biking. There isn't accessible green screen footage of someone biking from a 1st Person POV. Also footage online of people biking is not ideal for rotoscoping.
I chose to use this green screen footage of a will smith animation. The image quality is low, which I tried to match with pixel blur in After Effects. I didn't layer anything in After Effects. In the future I would try to render passes from Unreal, as well as play with the motion blur on different levels with masks.

This is the type of blur I want to achieve in Unreal, and animate objects effected within the sequencer.
Things to Think About/ Try in the Future:
Custom Depth Mask with Post Processing to record mask and - control the blur effect. Try and create it in Unreal
This gives me ideas for a motion-track sketch that places 3D objects within the footage of the ride.

Try and use runway ML for the greenscreen keying
